Option 1 - based on the bay-control units Satec SA 330 for power facilities of 110 kV to 500 kV

The specialists of our company developed a Hardware and Software Solution (HSS) for the Substation Automation System (SAS) based on SCADA NPT Expert and Satec bay control units (produced in Israel). The proposed structure of the HSS architecture allows us to solve all the problems of the system reliability together with significant cost saving through the implementation in a single multifunction device functions which were previously performed by stand-alone subsystems.

 The system consists of three levels: lower (field) level (subordinate devices), middle level and upper level.



The lower level is represented by: Satec PM130EH converters and Satec SA 330 bay-controllers.

Functions: Acquisition of analog and discrete signals from the cells and bays, control of switching unit (SU), operative interlocking of disconnectors (OID), polling of relay protection and automation (RPA) and emergency automation (EA), controllers of auxiliary boards and direct current boards, etc.

The middle level is represented by: Station communication and master controller

Functions: survey of Satec bay control units and converters, information processing, transfer to higher levels.

The upper level is represented by: APCS server of substation, server of Telemechanics system (TM), workstations for operational personnel, relay protection engineer, SAS engineer.

Functions: processing, display, archiving, information transfer

For high voltage grade power facilities that are administered by  JSC FGC UES , JSC RusHydro and others an option of the SAS architecture based on the bay control units acting as data acquisition devices of discrete, analog signals and for issuing commands for each connection separately is proposed.

Satec SА330 controllers are used as bay control units  in the HSS for SAS (as developed by LLC EnergyindustryAvtomatization). Depending on the particular Client's wishes and features of a power facility, devices produced by other manufacturers can also be used. Bay control units produced by SATEC Ltd. have functionality for disturbance recording, power quality analysis, energy metering, operative interlocking of disconnectors.

In February 2009  a conclusion of attestation commission of JSC FGC UES was issued for the entire line of products of SATEC Ltd. Company. Power quality analyzers and energy metering instruments produced by SATEC Ltd. comply with standards of the Russian Federation, industrial and corporate documents, and are recommended for use in the SAS and Automated System for Commercial Power Metering (ASCPM) of Unified National Power Grid (UNPG) substations .




SА 330 devices perform the following functions:

  • direct input of analog data (current and voltage measurement data provided by current transformer (CT) and voltage transformer (VT));
  • indirect measurement (calculation) of electrical parameters (active/reactive power, frequency, cos φ etc.);
  • data acquisition on the status of discrete inputs (such as "dry contacts" and potential inputs of active level = 220 V and = 24 V) with timestamp accuracy of 1 ms;
  • automated control of switching devices;
  • data acquisition on the status of the analog signals from the instrument transducers (sensors) with output signal of 4-20mA (± 1 mA, 0-20mA, 0-50mA, ± 10V, etc.);
  • disturbance recording (oscillography);
  • energy metering;
  • power quality analysis;
  • control functions implemented by freely programmable logic, in particular: operative interlocking of disconnectors and earthing blades, control of OLTC autotransformers, local signaling;
  • communication with other system elements.


SA330 has 5 expansion slots for plug-in I/O modules:

1. DI - digital inputs (32 optically isolated inputs per module, up to 4 modules);

2. RO – relay outputs (16 relays per module, up to 4 modules);

3. AI/AO – Mixed analog inputs/outputs (4 optically isolated analog inputs AI and 4 analog outputs AO, up to 4 modules per single device). Options for the inputs and outputs of 0-1mA, ± 1mA, 0-20mA and 4-20mA.

4. AIF – high-speed analog input module (8 optically isolated analog inputs). Options for inputs of 0-50mA, ±10V.

The controllers can be equipped with an additional external display allowing you to view information and manage the connection directly in situ, i.e. from a cubicle. Besides, Satec controllers are compliant with the IEC 61850 protocol.


The advantages of APCS architecture for power facilities based on SCADA NPT Expert and Satec bay control units:

1. Cost-efficiency of the solution due to multifunctional nature and multitasking of Satec bay-control units used.

SAS is not supposed to use a dedicated system of disturbance recorder. DR function is fully implemented in Satec bay control units (simultaneous controller connection to measuring and relay legs of a current transformer).

SAS does not provide a separate system of power quality analyzing (PQA). As specified in Russian GOST 13109-97 and international standards, functions on the characterization of power quality parameters are supposed to be performed by Satec bay control units.

2. JSC  FGC UES experts gave positive expert opinion and recommendations for using this equipment as bay control units for APCS for 110-500 kV substation. 

3. Compliance with IEC 61850 standard.

4. Ability to use a single Satec bay control unit both for a single connection (for 220/110 kV) and for several connections, i.e. use as RTU. This allows you to optimize the cost of the hardware and software solutions at large power facilities (using RU 6-35 kV).

5. High reliability and efficiency.

6. Compliance with the requirements of the modern energy market.

7. Ability to adapt the system in accordance with the Client's wishes.

8. Compliance with specific features of the Russian energy sector.
